Requires Medicaid managed care plans to submit annual reports to the Agency for Health Care Administration by July 1 detailing parity between mental health and substance use disorder benefits versus medical and surgical benefits, including medical necessity criteria and nonquantitative treatment limitations (NQTLs).

Mandates all insurers, health maintenance organizations, and nonprofit health plans transacting individual or group health insurance comply with the federal Mental Health Parity and Addiction Equity Act of 2008 (MHPAEA) and submit annual parity reports to the Office of Insurance Regulation by July 1.

Revises the definition of substance use disorders to align with the Diagnostic and Statistical Manual of Mental Disorders, Fifth Edition, and deletes provisions allowing optional coverage for mental and nervous disorders and substance abuse.

Requires the Office of Insurance Regulation to implement and enforce MHPAEA compliance through examinations of medical management practices, network adequacy, reimbursement rates, prior authorizations, and geographic restrictions.

Mandates the Office of Insurance Regulation issue an annual report to the Legislature by December 31 describing compliance methodologies in nontechnical language and make it publicly available on its website; repeals section 627.669; effective July 1, 2021.
