Requires owners or operators of retail petroleum fuel measuring devices to install at least two security measures by January 1, 2022 to restrict unauthorized access to customer payment card information.

Authorizes seven types of security measures including pressure-sensitive security tape, physical locking mechanisms, encryption systems, alarm devices, daily anti-skimmer inspections, and contactless payment systems.

Allows the Department of Agriculture and Consumer Services to take non-compliant measuring devices out of service; violators receive 5 calendar days to comply before further use is prohibited.

Preempts regulation of petroleum fuel measuring devices to the state; prohibits the use of section 525.16 enforcement provisions unless owners fail to install security measures or place devices back in service before compliance is restored.

Effective date is July 1, 2021.
