Creates s. 828.035, F.S. to authorize courts to appoint advocates to represent the interests of animals in prosecutions, animal welfare proceedings, and other civil or criminal cases involving animal welfare, care, or custody.

Advocates must monitor cases, access relevant files and documents, share information with attorneys, and present recommendations to the court based on knowledge of the animal's interests and condition.

Advocates may consult with specialists, review records from animal control and veterinarians, attend hearings, and provide victim impact statements to the court.

The Animal Law Section of The Florida Bar must maintain a list of eligible volunteer attorneys and certified legal interns who are authorized to practice in Florida and have completed required training.

The act takes effect July 1, 2021.
