Amends Florida Statutes sections 776.012 and 776.031 to require individuals using deadly force to retreat if they can do so with complete safety, eliminating the "stand your ground" provision.

Removes the right to use deadly force without a duty to retreat when a person is not engaged in criminal activity and is in a place where they have a right to be.

Repeals section 776.032, Florida Statutes, which provided immunity from criminal prosecution and civil action for justifiable use or threatened use of force.

Maintains the justification for using non-deadly force in self-defense without a duty to retreat.

Reenacts section 790.25(5) regarding lawful firearms possession in private conveyances to incorporate the amended self-defense provisions, effective upon becoming law.
