Authorizes local governments to waive fees for development, construction, or rehabilitation of affordable housing in accordance with chapter 420 of Florida Statutes.

Limits annual revenue from building code enforcement fees to the total estimated annual costs of allowable activities, with unexpended balances carried forward or refunded at local government discretion.

Restricts carry-forward balances to the average of the previous 4 fiscal years' operating budgets, except for local governments with an established Building Inspections Fund Advisory Board as of January 1, 2019.

Prohibits local enforcement agencies from charging additional fees for proof of licensure, license recording or filing, workers' compensation insurance documentation, or surcharges unrelated to Florida Building Code enforcement.

Takes effect July 1, 2021.
