Codifies and consolidates prior special acts relating to the Loxahatchee River Environmental Control District into a comprehensive charter governing the multicounty independent special district in Martin and Palm Beach Counties

Establishes district structure with a 5-member popularly elected Governing Board (one member per designated area), 4-year terms, quarterly public meetings, and compensation of $100 per month plus per diem and travel expenses

Grants broad powers to construct, acquire, and operate water supply systems, sewer systems, storm drainage systems, and related infrastructure; set rates and fees; issue bonds; and levy special assessments on benefited properties

Authorizes the district to levy up to 1/4 mill ad valorem tax annually (subject to voter approval via referendum) and issue revenue bonds and general obligation bonds at rates up to 7.5 percent per annum with maturities up to 50 years

Includes provisions for environmental education and enhancement activities, passive outdoor recreation liability protections, initiative and referendum powers for district electors, and repeals prior chapters 2002-358 and 2007-281
