Licensed nurse registries that authorize registered nurses to delegate medication administration tasks to certified nursing assistants or home health aides must ensure such delegation meets requirements under Florida law and administrative rules.

Registered nurses may delegate administration of oral, transdermal, ophthalmic, otic, rectal, inhaled, enteral, or topical prescription medications to certified nursing assistants or home health aides working with home health agencies or nurse registries.

Registered nurses may not delegate administration of controlled substances listed in Schedule II, III, or IV of Florida statute or federal law.

Certified nursing assistants must complete a board-approved 6-hour training course and be found competent by a registered nurse or physician before administering medications to patients of home health agencies or nurse registries.

The Board of Nursing, in consultation with the Agency for Health Care Administration, must establish rules addressing trainer qualifications, medication labeling, documentation, storage and disposal, safe administration instructions, informed consent requirements, and training procedures.
