Removes the Florida-China Institute from the list of authorized Florida linkage institutes.

Prohibits creation or funding of linkage institutes based on agreements between the Board of Governors or State Board of Education and counterpart organizations in foreign countries governed by communist regimes.

Requires the Board of Governors and State Board of Education to withdraw from such agreements by January 1, 2022.

Prohibits Florida College System institutions, state universities, and their direct-support organizations from entering into agreements with communist regimes or entities organized under communist regime laws concerning research, development, courses, exchanges, or campus establishment, with withdrawal required by January 1, 2022.

Prohibits state student financial assistance for programs of study located in foreign countries governed by communist regimes, effective July 1, 2021.
