Amends Florida Statutes section 366.8255 to expand the definition of "environmental compliance costs" that electric utilities can recover.

Adds costs for wastewater reuse systems constructed and operated by electric utilities after July 1, 2021, under agreements with governmental wastewater utilities to comply with local reclaimed water reuse requirements under sections 403.064 and 403.086.

Requires at least 50 percent of reclaimed water produced by the system to be used for electrical generating facility water requirements to offset the utility's permitted water use.

Maintains existing recoverable costs including capital investments, operation and maintenance, fuel procurement, purchased power, emission allowances, and direct taxes on environmental equipment.

Effective date: July 1, 2021.
