Imposes automatic building permit fee reductions of 10 percent per business day for local enforcement agencies that miss deadlines (30 days for single-family residential dwellings, 45-120 days for other permit types), with reductions calculated based on original fees.

Requires recalculation of surcharges under s. 468.631 or s. 553.721 when building permit fees are refunded.

Prohibits building permit authorities from requiring applicants to provide contractor contracts as a condition for issuing permits on commercial property, except for projects owned or leased by government entities.
