Department of Children and Families must develop a program to facilitate Medicaid enrollment for eligible young adults, with option to coordinate with community-based care lead agencies.

Program must provide outreach services including notifying eligible young adults and caregivers about enrollment options, providing technical assistance to enrollees, and publicizing Medicaid coverage for former foster youth.

Young adults eligible for Road-to-Independence Program services receive Medicaid coverage until age 21 without income or resource requirements.

Young adults who were Title IV-E eligible for foster care and living in out-of-home care on their 18th birthday become eligible for Medicaid through age 26 without income or resource requirements if they participate in the Road-to-Independence Program.

Act becomes effective July 1, 2021.
