HB 1075 Summary

• Amends Florida Statutes section 61.21 to revise the Parent Education and Family Stabilization Course requirements for divorcing and separating parents.

• Adds legislative finding that parents of children with special needs or emotional concerns should have access to tailored educational programs addressing those specific issues.

• Expands course topics to include emotional aspects of separation and divorce, family relationships and dynamics, financial responsibilities, abuse and neglect issues, skill-based relationship education, and particularized needs of children with special needs or emotional concerns.

• Requires all parties to dissolution of marriage proceedings with minor children or paternity actions to complete the Parent Education and Family Stabilization Course before final judgment entry; parties with children having special needs or emotional concerns must select a tailored course addressing those needs.

• Authorizes courts to require parents to attend additional educational courses relating to children with special needs and emotional concerns at the court's discretion; effective July 1, 2021.
