• Establishes civil penalties for violations: first offense $1,001-$1,500 fine, subsequent offenses $2,000-$2,500 fine; violations constitute unfair or deceptive trade practices with private right of action for damages and attorney fees.

• Grants Department of Agriculture and Consumer Services authority to investigate violations, issue subpoenas, and impose administrative fines up to Class III category for fraud or deception; all collected fines paid to General Inspection Trust Fund.
