Creates an energy security and disaster resilience pilot program within the Department of Agriculture and Consumer Services to provide grants for onsite solar energy storage systems at critical disaster resilience facilities.

Defines eligible facilities as emergency operations centers, hospitals, airports, ports, wastewater treatment facilities, law enforcement buildings, and other government buildings providing disaster-related services.

Grants cover 30 percent of direct capital and labor costs for purchasing and installing solar photovoltaic systems paired with electricity storage capable of operating independently for at least 24 hours during utility outages.

Department must conduct or contract for a study on solar and renewable energy effectiveness, publish results by December 31, 2022, and provide copies to the Governor and Legislature with recommendations for statewide expansion.

Appropriates $10 million in nonrecurring funds for fiscal year 2021-2022, with up to $100,000 for program administration and up to $150,000 for the study; pilot program expires January 1, 2024.
