Creates the Navarre Beach Fire Rescue District as an independent special district in Santa Rosa County to provide fire control, fire prevention, emergency medical, rescue response, and public safety services.

Establishes a five-member board of commissioners to govern the district, operating pursuant to chapters 189 and 191 of Florida Statutes.

District boundaries include specific sections of Santa Rosa County (36-2S-27, 31-2S-26, 32-2S-26, 33-2S-26, and 28-2S-26) plus the southern half of the Navarre Beach Causeway.

Requires a referendum by December 31, 2022, where qualified electors vote on district creation and an initial Non-Ad Valorem Assessment of up to $500 for residential properties, $63 for vacant land, and $0.41 per square foot for commercial properties.

Act takes effect only upon majority voter approval in the referendum by December 31, 2022; charter may only be amended by special act of the Legislature.
