HB 1113 - Sophia Nelson Pedestrian Safety Act

• Creates Section 316.0756 of Florida Statutes requiring a traffic engineering study by a Florida licensed professional engineer to recommend installation before any new pedestrian crosswalk can be installed after October 1, 2021 on roads outside intersections.

• Requires pedestrian crosswalks on roads with 30+ mph speed limits to comply with Manual on Uniform Traffic Control Devices (chapters 4D and 4E) and include pedestrian-facing signs; crosswalks on roads with 29 mph or less speed limits must include pedestrian-facing signs only.

• Mandates advance yield or stop pavement markings at least 30 feet before each non-intersection crosswalk by October 1, 2025, and requires traffic control signal coordination with adjacent intersections.

• Requires jurisdictions with existing crosswalks to implement coordinated traffic control and pedestrian control signals by October 1, 2024, or alternatively remove the crosswalk.

• Directs Florida Department of Transportation to request federal authorization by October 1, 2022 to replace yellow rectangular rapid flashing beacons with red ones; if approved, entities must replace within 12 months, or remove yellow beacons by October 1, 2025.
