Creates section 501.924, Florida Statutes, to regulate third-party food delivery and takeout service fees charged to restaurants during declared states of emergency lasting 7 days or longer.

Caps service fees at 20 percent of individual order cost, or 10 percent when the order is delivered by restaurant employees or direct contractors.

Designates violations as deceptive and unfair trade practices subject to civil penalties and remedies under Florida's Deceptive and Unfair Trade Practices Act.

Allows restaurants to voluntarily pay higher fees to access additional advertising or other products and services offered by delivery platforms.

Takes effect July 1, 2021.
