Reduces mandatory minimum sentences for prison releasee reoffenders: life felonies to 25 years, first-degree to 20-30 years, second-degree to 10-15 years, and third-degree to 3-5 years.

Applies amendments retroactively to persons sentenced under prior law as of July 1, 2021, allowing resentencing through court proceedings.

Establishes resentencing procedures requiring the Department of Corrections to notify eligible persons, with sentencing courts retaining jurisdiction and providing legal counsel to indigent applicants.

Allows resentenced persons to receive gain-time credits previously ineligible under prior law; deletes requirement that state attorneys explain sentencing deviations in writing.
