Requires the Department of Management Services through the Florida Digital Service to establish project management and oversight standards for state agencies to comply with when implementing information technology projects.

Mandates project oversight on information technology projects for the Department of Financial Services, Department of Legal Affairs, and Department of Agriculture and Consumer Services with total project costs of $25 million or more that impact other agencies, with quarterly reporting to the Governor and legislature on high-risk projects.

Establishes an information technology policy for all state IT-related contracts including requirements for cybersecurity compliance with the National Institute of Standards and Technology Cybersecurity Framework and independent verification and validation for large projects.

Requires the department to prequalify firms and individuals to provide information technology staff augmentation services on state term contracts beginning October 1, 2021, based on capability, experience, and past performance, with disqualification of vendors on the state disqualified vendor list.

Sets a 48-month maximum term for state term contracts for information technology commodities and consultant services unless the Secretary of Management Services and state chief information officer certify in writing that a longer term is in the state's best interest.
