Creates s. 900.06, F.S., requiring law enforcement agencies to include a citizen review board member on investigative teams when investigating officers for use of force

Creates s. 900.061, F.S., mandating each county establish a citizen review board by July 1, 2022, with 5-15 members appointed by county commission who are not current state, county, or subdivision employees

Authorizes citizen review boards to independently investigate complaints involving use of force, abuse of authority, discourtesy, and discriminatory language by law enforcement officers

Requires boards to create standard complaint forms and uniform processes, meet with complainants and officers, interview witnesses, prepare investigation reports, and submit findings to county commission and law enforcement agency heads

Act takes effect July 1, 2021
