Amends section 287.042, Florida Statutes to require the Department of Management Services to develop procedures for contractor disclosure of foreign government ownership or control.

Requires all current and prospective contractors to provide a written declaration disclosing whether they are owned or controlled by a foreign government before providing commodities or contractual services to the state.

Applies to contracts executed, extended, renewed, or amended on or after July 1, 2021.

Declarations must be made under penalty of perjury pursuant to section 92.525(2), with "foreign government" defined in section 876.22(4).

Takes effect upon becoming law.
