Proposes constitutional amendments to abolish the Constitution Revision Commission, which convenes at 20-year intervals and is scheduled to next meet in 2037.

Removes language from Article II, Section 5 that currently allows public officers to serve as members of a constitution revision commission, replacing it with reference only to the taxation and budget reform commission and constitutional convention.

Repeals Article XI, Section 2 of the State Constitution, which governs the Constitution Revision Commission.

Amends Article XI, Section 5 to remove the revision commission as a method for proposing constitutional amendments or revisions to voters.

Preserves other methods of constitutional amendment including citizen initiative, constitutional convention, the Taxation and Budget Reform Commission, and legislative joint resolution.
