Repeals section 286.035 of Florida Statutes relating to the Constitution Revision Commission, its chair's powers, and state and local agency assistance.

Amends ballot summary requirements to remove reference to "constitutional revision commission proposal" and requires ballot summaries not to exceed 75 words explaining the chief purpose of measures.

Requires financial impact statements on ballots for all constitutional amendments proposed by initiative, including specific bold-print statements indicating net negative impact, net positive impact from tax revenue, net positive impact from other reasons, or indeterminate impact.

Expands the definition of "agency" in lobbying regulations to include the Constitution Revision Commission and clarifies that "lobbies" includes influencing or attempting to influence the Constitution Revision Commission's actions through oral or written communication.

Takes effect on the effective date of the constitutional amendment proposed by HJR 1179 or a similar joint resolution, if approved at the next general election or earlier special election.
