Amends Florida Statutes Section 627.192 to ensure employers who lease workers obtain proper workers' compensation insurance coverage for all employees under chapter 440.

Authorizes insurers of employee leasing companies to require information from both the leasing company and client company, audit their operations, and collect appropriate premiums based on exposure and claim experience.

Prohibits denial of workers' compensation benefits to unreported leased employees but allows insurers to charge additional premiums and penalties to client companies for coverage gaps.

Requires insurers to conduct annual audits of payroll and classifications for employee leasing companies and client companies to verify accurate premium charges and employee classifications.

Imposes penalties up to three times the estimated annual premium for failure to provide reasonable access to payroll and classification records, effective July 1, 2021.
