Agencies subject to Florida's contracting law must require vendors awarded competitively solicited contracts to use certified minority, woman-owned, or veteran-owned business enterprises as subcontractors or subvendors for at least 30 percent of the contract value.

The percentage of contract funds to be expended with certified minority, woman-owned, or veteran-owned business enterprise subcontractors must be determined by the agency before the contract is made available for bidding.

Vendors bidding on reserved contracts must identify certified minority, woman-owned, or veteran-owned business enterprises that will be used as subcontractors or subvendors in a sworn statement.

Contractors must report by sworn statement the payments and completion of work for all certified minority, woman-owned, or veteran-owned business enterprises used in the contract upon performance or project completion.

The act takes effect July 1, 2021.
