Authorizes school districts to install and operate side stop signal arm enforcement systems on school buses to enforce violations of s. 316.172 (failing to stop for a school bus), with systems consisting of cameras that produce video and still images.

Requires private manufacturers and vendors to submit recorded images, license plate information, and violation details to law enforcement within 30 days; law enforcement must review and certify violations within 30 days before mailing notice to vehicle owners.

Establishes civil penalties of $200 for violations of s. 316.172(1)(a) and $400 for violations of s. 316.172(1)(b), with fines paid to the school district for installation, maintenance, or safety technology; violation is noncriminal and does not appear on driving records.

Requires recorded images to be destroyed within 90 days of final disposition; prohibits equipment from conducting remote surveillance; restricts use of images to documentation of violations only; equipment must be incapable of identifying drivers, passengers, or vehicle contents.

Requires school districts to submit annual reports by December 31 starting in 2021 to the Governor and Legislature detailing citations issued and funds collected; authorizes the State Board of Education to establish technical specifications and rules by December 31, 2021.
