Department of Management Services must prepare a comprehensive inventory of all state-owned motor vehicles, maintenance facilities, and fuel depots by December 31, 2021, and submit it to the Governor, President of the Senate, and Speaker of the House of Representatives.

Inventory must include entity of ownership and possession, estimated annual operating costs, number of full-time equivalent and personal services positions, and physical addresses for all state-owned vehicles and facilities.

Department of Management Services shall create and maintain a centralized management system to consolidate management of existing motor vehicles, maintenance facilities, fuel depots, and associated personnel positions across state government.

All governmental entities must provide information requested by the Department of Management Services necessary to complete the inventory and consolidate operations under the centralized system.

Department of Management Services shall contract with a vendor or contractor to privatize the centralized management and operation of the state motor vehicle fleet, acquisitions, maintenance facilities, and fuel depots.
