Amends chapter 2003-354, Laws of Florida, governing the Homosassa Special Water District in Citrus County.

Revises Board of Commissioners vacancy procedures to allow remaining commissioners to fill vacancies, or a special election must be held within 30 days unless the vacancy occurs within 90 days after a regular election.

Reduces the competitive bid threshold for construction, reconstruction, repair, maintenance, improvement, or enlargement work from $35,000 to $5,000.

Authorizes the District's governing board to procure contractual services without competitive sealed bids in emergency situations when an immediate danger to public health, safety, welfare, or substantial loss requires action, after obtaining pricing information from at least two vendors.

Takes effect upon becoming law.
