Creates Section 542.275, F.S. to regulate hospital, hospital system, and provider organization mergers, acquisitions, and contracting affiliations in Florida.

Requires entities filing Hart-Scott-Rodino Antitrust Improvements Act notices with the federal government to simultaneously notify the Florida Attorney General; also requires 90-day advance notice for transactions generating combined revenue of $50 million or more.

Written notices must include party names and addresses, description of proposed relationships, health care services provided, and primary service areas; entities may identify trade secrets or redact confidential information.

Florida Attorney General may request additional information or issue civil investigative demands upon receipt of notice, and must submit biennial reports to the Legislature beginning January 1, 2022.

Establishes civil penalty of up to $500,000 for non-compliance, deposited into the Legal Affairs Revolving Trust Fund; allows Attorney General to hire consultants and experts with costs paid by the parties to the transaction; effective July 1, 2021.
