HB 1231 - Domestic Violence

• Adds nonresidential outreach services to the list of required services for certified domestic violence centers, alongside existing requirements for emergency shelter, hotlines, and counseling.

• Allows certified domestic violence centers to carry forward up to 8 percent of unexpended state funds annually during contract periods, with restrictions on use and mandatory reporting to the department.

• Revises local funding requirements for state funds, specifying centers must receive at least 25 percent of funding from local, municipal, or county sources (public or private), with contributions in kind counting toward this requirement.

• Revives section 741.327 to authorize the Department of Children and Families to certify and monitor batterers' intervention programs and collect annual certification fees (up to $300 per program, up to $200 for assessment personnel).

• Establishes annual $30 participant fees for each 29-week domestic violence prevention program, with fees deposited in the Domestic Violence Trust Fund to support program certification and monitoring.

• Effective date: July 1, 2021.
