Amends chapter 2018-183, Laws of Florida, to revise the legal boundaries of the Water Street Tampa Improvement District located in Tampa, Hillsborough County, Florida.

Redefines the district boundaries with detailed metes and bounds descriptions referencing multiple historical plat maps, including portions of Sections 24 and 19 in Township 29 South, Ranges 18 and 19 East.

Establishes total district area of 73.801 acres and excludes any residential units subject to condominium ownership and certain properties previously conveyed to the Tampa-Hillsborough County Expressway Authority.

Requires approval by majority vote of landowners within the district who are not exempt from ad valorem taxes or non-ad valorem assessments; voting is conducted on an acreage basis (one vote per assessable acre or fraction thereof).

Mandates a landowners' meeting to be held within 90 days of the act's effective date to obtain required voter approval for the boundary changes to take effect.
