Requires the Florida Talent Development Council to submit a report by December 1, 2021, to the Governor, President of the Senate, Speaker of the House, Board of Governors, and State Board of Education on career pathway programs and the feasibility of establishing the Career Pathways for Florida's Future (CaP-FL) program.

Defines CaP-FL program as one that integrates secondary and postsecondary education with workforce education and work experience using a flexible 6-year integrated model.

Report must include a school model allowing students to earn a high school diploma, associate degree, and industry certifications within 6 years of enrolling in 9th grade, with consideration of magnet schools, charter schools, and pilot programs.

Report must address funding models ensuring no-cost participation to students, modifications to accountability requirements, open enrollment policies for diverse student bodies, courses meeting regional workforce demand, and school governance and staffing recommendations.

Report must include plans for articulation with postsecondary institutions, partnerships with industries and businesses, student support services, and timelines for launching a CaP-FL program.
