CS/HB 1283 Summary

• Renames the Tampa-Hillsborough County Expressway Authority to the "West Florida Expressway Authority" effective July 1, 2021, transferring all assets, properties, contracts, and obligations to the new authority.

• Expands the authority's jurisdiction to include additional counties (Citrus, Hernando, Manatee, Pasco, Pinellas, and Polk) through "expansion events" with county approval, increasing the governing board from 7 to up to 13 members.

• Limits use of toll revenues from rate increases in expansion counties to constructing or expanding the same system portion unless a two-thirds majority of the board approves different use, with exceptions for bond covenants and department memoranda of agreement obligations.

• Excludes the Department of Transportation from lease-purchase agreement authority and requires advance written consent from right-of-way owners before constructing appurtenant facilities on the expressway system.

• Repeals sections relating to the Hillsborough County City-County Planning Commission consultation and design standards, and makes conforming updates throughout related statutes.
