Defines "low-speed autonomous delivery vehicle" as a fully autonomous vehicle meeting federal low-speed vehicle standards that is not designed for human occupancy.

Authorizes low-speed autonomous delivery vehicles to operate on streets with posted speed limits of 35 mph or less, and permits operation on streets up to 45 mph with restrictions including 1-mile continuous distance limits and right-lane operation requirements.

Requires low-speed autonomous delivery vehicles to be equipped with headlamps, stop lamps, turn signal lamps, taillamps, reflex reflectors, and vehicle identification numbers.

Requires low-speed autonomous delivery vehicles to maintain automobile insurance coverage meeting specified requirements, which may be satisfied by the vehicle owner, teleoperation system owner, remote human operator, or a combination thereof.

Exempts fully autonomous vehicles designed for exclusive automated operation from motor vehicle equipment laws and regulations that relate only to human driver operation, and exempts low-speed autonomous delivery vehicles from statutes governing golf carts and low-speed vehicles.
