Expands the Greater Naples Fire Rescue District boundaries in Collier County to include the Ochopee Municipal Service Taxing Unit (designated as Section B of the district).

Establishes two taxing units within the district: the North Division/Golden Gate Division and the South Division/East Naples Division, each treated as separate units for taxation purposes.

Authorizes the district to levy different ad valorem tax rates within the district as long as a uniform rate applies within each taxing unit and has been approved by referendum; maximum millage rate is 1.5.

Requires the Collier County Supervisor of Elections to conduct a special referendum no later than December 31, 2021, asking qualified electors if property in the Ochopee Municipal Service Taxing Unit should be included in the district with an ad valorem millage rate not exceeding 3.75 mills.

Becomes effective only upon majority approval by qualified electors in the referendum, except that referendum procedures and this provision take effect immediately upon enactment.
