• Prohibits telephonic sales calls using automated systems or recorded messages without prior express written consent from the called party, which must be in writing with the caller's handwritten, electronic, or digital signature.

• Requires express written consent agreements to include clear disclosure that the called party authorizes automated calls, text messages, and prerecorded voicemails, and that signing is not a condition of purchasing goods or services.

• Allows called parties to revoke express written consent through any reasonable means and establishes a rebuttable presumption that calls to Florida area codes are made to Florida residents.

• Prohibits commercial telephone sellers from making more than three calls to a person over a 24-hour period on the same subject matter and restricts calling hours to 8 a.m. to 9 p.m. in the called person's time zone.

• Effective date: July 1, 2021.
