HB 1309 Summary

• Ratifies biosolids rules (62-640.100 through 62-640.880) published December 3, 2020, covering nutrient management, pathogen reduction, monitoring, land application, and treatment facilities, exempting them from Environmental Regulation Commission review.

• Ratifies Central Florida Water Initiative Area rules (62-41.300 through 62-41.305) published November 19, 2020, February 9, 2021, and March 26, 2021.

• Amends section 373.0465 to require the department and water management districts to adopt uniform rules for the Central Florida Water Initiative Area including drought allocation for agricultural supplemental irrigation based on 2-in-10-year or 5-in-10-year rainfall conditions with annual examination processes.

• Creates section 373.0466 establishing a Central Florida Water Initiative Grant Program (subject to appropriation) to fund projects promoting alternative water supplies and groundwater protection.

• Amends section 403.8532 to add priority consideration for drinking water loans supporting water supply plans and Floridan Aquifer alternatives in the Central Florida Water Initiative Area.
