Exempts secure login credentials held by the Department of Highway Safety and Motor Vehicles from public records disclosure requirements, including information for authenticating user accounts, online accounts, and password recovery.

Exempts Internet protocol addresses, geolocation data, and information describing the location or device from which users access the department's public-facing portals, as well as dates and times of portal access.

Defines "secure login credentials" as authentication information for computer accounts and devices, and "public-facing portal" as web portals or applications for administering driver licenses, vehicle registration, and other department functions.

Exemption applies retroactively to information held before, on, or after the effective date and is subject to sunset review under the Open Government Sunset Review Act, repealing on October 2, 2026 unless reenacted by the Legislature.

Effective date is contingent on HB 1313 or similar legislation being adopted in the same legislative session and becoming law.
