Limits disclosure of adoption-related records without court order to three scenarios: birth parent authorization (for adoptees 18+), adoptee authorization (for adoptees 18+), or adoptive parent authorization for their own identity.

Removes the previous authorization allowing disclosure of birth parent, adoptive parent, or adoptee identity under section 382.015(4) upon court order for good cause shown.

Authorizes courts to break the seal of birth records upon request of the person whose birth is the subject of the certificate, if that person is 18 years or older and properly identifies themselves to the state registrar.

Requires adoption entities to provide prospective adoptive parents with comprehensive background information including social and medical history, prenatal and delivery records, medical records, mental health evaluations, educational records, and department service documentation.

Effective date: July 1, 2021.
