Creates section 295.011, Florida Statutes, to define "disabled veteran" as a Florida resident with a 100-percent service-connected disability rating, 100-percent disability retirement pay from the Armed Services, or a valid Department of Veterans' Affairs identification card.

Authorizes disabled veterans who receive Post-9/11 Veterans Educational Assistance Act benefits but do not qualify for the 100-percent federal eligibility tier to receive a waiver for the difference between federal tuition assistance and full tuition and fees at state universities, Florida College System institutions, career centers, and charter technical career centers, effective for the 2021-2022 academic year.

Requires state universities, Florida College System institutions, career centers, and charter technical career centers to annually report to the Board of Governors and State Board of Education the number and value of all fee waivers granted under this program.

Directs the Board of Governors and State Board of Education to adopt regulations and rules to administer the fee waiver program.

Takes effect July 1, 2021.
