Amends section 1002.81 to delete obsolete language defining "earned income" and "unearned income" in the context of assistance programs, consistent with federal requirements in 45 C.F.R. parts 98 and 99.

Requires early learning coalitions to prioritize school readiness program participation for children under 13 whose parent receives temporary cash assistance under chapter 414 and is subject to federal work requirements, or who has an Intensive Service Account or Individual Training Account under section 445.009.

Directs the Office of Early Learning to coordinate with the University of Florida Anita Zucker Center for Excellence in Early Childhood Studies to analyze recipients across five assistance programs: Supplemental Nutrition Assistance Program, temporary cash assistance, Medicaid, school readiness program, and Housing Choice Voucher Program.

Requires agencies administering analyzed programs to enter data sharing agreements by September 1, 2021, and submit program service data from the preceding 10 federal fiscal years by November 1, 2021, with annual supplemental data submissions thereafter.

Mandates annual reports from the University of Florida center by May 31 each year and submission to the Governor and Legislature within 30 days; provides for expiration of this analysis requirement on June 30, 2023, unless reenacted; takes effect July 1, 2021.
