Establishes the Florida Seal of Fine Arts Program within the Department of Education beginning with the 2021-2022 school year to recognize high school graduates who achieve exemplary proficiency in performing or visual arts.

Students must earn a standard high school diploma and complete at least three year-long courses in dance, music, theatre, or visual arts with a grade of "A" or higher, or earn three sequential course credits in these subjects with a grade of "A" or higher.

Students must also meet a minimum of two additional requirements including advanced coursework, district/statewide juried event participation, 25+ volunteer hours of arts-related community service, portfolio-based program completion, or receiving district/state/national recognition for original artwork or performance.

The Commissioner of Education must provide seals to affix to diplomas and benchmarks in rubric form, while school districts maintain records and affix insignia to student diplomas and transcripts.

Prohibits school districts and the Department of Education from charging fees for the seal, and requires the State Board of Education to adopt administrative rules.
