Proposes constitutional amendment to Section 4 of Article VII and creation of Section 42 of Article XII, effective January 1, 2023, submitted to voters for approval at next general election.

Authorizes the Legislature by general law to prohibit consideration of flood damage resistance improvements to residential properties when determining assessed value for ad valorem tax purposes.

Also allows Legislature to prohibit consideration of wind damage resistance improvements and solar or renewable energy device installations in property value assessments.

Applies to changes, improvements, or installations made to residential real property specifically designed to improve flood or wind resistance.

Amendment requires voter approval and takes effect January 1, 2023, if ratified.
