Creates Prevention of Maternal Mortality Grant Program requiring Department of Health to award grants by July 1, 2022 to community-based organizations providing evidence-based maternal health programs for Black women, with special consideration to organizations led by Black women in high-disparity communities.

Establishes grants for training programs that reduce bias, racism, and discrimination in maternity care settings, with preference for programs emphasizing periodic training, trauma-informed care, and service-learning components in underserved communities.

Creates grant program for expanding technology-enabled collaborative learning models to improve maternal health outcomes in health professional shortage areas and medically underserved populations, including indigenous populations.

Establishes Investments in Digital Tools Program by July 1, 2022 to award grants reducing racial and ethnic disparities in maternal health outcomes through increased access to digital maternal health tools.

Requires Department of Health to submit annual reports to Governor and Legislature on grant program effectiveness, best practices, and study findings on artificial intelligence in maternal health care bias reduction, all due by July 1, 2023.
