HB 1391 - Debt Free Justice for Children Act

• Eliminates all fines and court-related fees for juveniles in Florida, including probation supervision fees, prosecution costs, public defender fees, and court administration costs.

• Exempts children (as defined in Chapter 985) and young adults eligible for extended care from application fees for public defender services and automatically grants them indigent status.

• Makes all outstanding juvenile-related fines and fees unenforceable and uncollectable; vacates and discharges these judgment portions by January 1, 2022, without requiring action from the child or parents.

• Voids all warrants and driver license suspensions issued solely for nonpayment of court costs and fees for juveniles; reinstates suspended licenses immediately.

• Effective July 1, 2021, amending multiple Florida statutes related to criminal and juvenile justice costs while preserving application fees for adult defendants.
