Establishes a Public Health Task Force within the Florida Legislature to assess the Department of Health's resources, capacity, and framework for delivering statewide public health services.

Task force membership includes the State Surgeon General, three county health department directors representing minority/rural/urban counties, and one representative each from eight specified health organizations and institutions.

Task force must analyze the department's ability to handle disasters, provide public health services, manage funding and staffing, allocate funds to county health departments, and maintain adequate public health workforce at state and local levels.

Task force shall submit findings and recommendations to the Governor, President of the Senate, and Speaker of the House by September 30, 2022, using national public health performance standards and guidelines from the CDC as reference points.

Task force expires October 1, 2022; the act takes effect July 1, 2021.
