Removes the requirement that grants be made only to full-time degree-seeking students, allowing awards to be made to students meeting general eligibility requirements in section 1009.40.

Expands eligible institutions to include private nursing diploma schools approved by the Florida Board of Nursing, colleges/universities licensed by the Commission for Independent Education, and competency-based nonprofit virtual institutions meeting specified accreditation and residency requirements.

Adds eligibility for full-time certificate-seeking students at Federal Aviation Administration-certified and Commission for Independent Education-licensed aviation maintenance schools.

Allows students at aviation maintenance schools to receive awards up to 110 percent of the number of clock hours required to complete their program.

Takes effect July 1, 2021.
