Creates s. 944.614 authorizing the Secretary of Corrections to release prisoners from state correctional facilities during a state of emergency or pandemic if they are nonviolent, vulnerable to serious illness due to age or health condition, and pose no or low risk to themselves or the public.

Creates s. 951.30 authorizing each sheriff to release county and municipal prisoners during a state of emergency or pandemic under the same criteria: nonviolent status, age or preexisting health conditions making them susceptible to serious illness or death, and no or low risk to self or public.

Creates s. 985.261 authorizing the Secretary of Juvenile Justice to release persons detained by the department during a state of emergency or pandemic if they meet the same three criteria as adults: nonviolent, vulnerable due to age or health condition, and pose minimal risk.

Takes effect July 1, 2021.
