Defines "barrel" as 31 gallons in the Beverage Law.

Authorizes manufacturers to transfer and sell malt beverages they own but don't brew themselves, subject to conditions including production limits under 20,000 barrels annually and compliance with distributor requirements.

Increases the production limit for vendors licensed as malt beverage manufacturers from 5,000 barrels to 10,000 kegs (15.5 gallons per keg) per year.

Prohibits renting or loaning durable retailer advertising specialties without charge and requires such items be sold at actual cost; prohibits distributors from providing draft equipment and tapping accessories at no charge except for replacement parts of nominal value.

Repeals Section 561.37 relating to bonds for tax payments and takes effect July 1, 2021.
