Creates the Commission on Mental Health and Substance Abuse as a 19-member body adjunct to the Department of Children and Families, with members appointed by the President of the Senate, Speaker of the House, and Governor by August 1, 2021

Commission must examine state policies and procedures for mental health and substance abuse services, identify gaps and barriers, and recommend improvements to laws, rules, and policies

Commission shall meet quarterly or upon the chair's call, convening no later than September 1, 2021, and conduct meetings via teleconference or electronic means

Commission must submit an interim report by September 1, 2022, and a final report by September 1, 2023, to the President of the Senate, Speaker of the House, and Governor with findings and recommendations

The commission and this statute automatically repeal on September 1, 2023, unless the Legislature reenacts it to continue operations
